asked the Secretary of State for War whether he is aware of the delay in considering applications by commanding officers for the services of particular officers on the Officers Emergency Reserve; and what steps he is prepared to take to reduce such delay?

I am not aware of any delay except in a few cases where there has been failure on the part of applicants or unit commanders to observe the proper procedure.
