45. Mr. David Adams

asked the Prime Minister whether, in view of the continuance of serious unemployment in this country, he has considered the desirability of despatching a small Royal Commission to investigate conditions in Soviet Russia where, for the past 10 years, unemployment has been successfully eliminated and to report how far the methods employed there could be applied in this country?

The Prime Minister

No, Sir. I do not consider that the despatch of such a Commission would serve any useful purpose.

Mr. Adams

In view of the fact that in that country poverty also has been eliminated, and that the Russian Government are now engaged in raising the standards of life and culture—

Mr. Speaker

The hon. Member cannot be allowed, at Question Time, to make a statement on the conditions in Russia.
