As regards the second part, the instruction is that the employment of militiamen on fatigues will be restricted as far as possible, and the object is to enable the maximum amount of time to be devoted to training. Militiamen will, however, be trained in administrative and sanitary duties in the field, which are part of the education of every soldier.
