asked the Chancellor of the Exchequer whether he is now satisfied that the allowance of 5d, per proof gallon granted by the Treasury in respect of the production of power and industrial methylated spirits and unmethylated spirits used duty free in arts and manufacture, amounting to £933,000 during the financial year 1937–38, can be taken as representing the cost incurred by the distillers owing to the restrictions imposed by law for the purposes of Revenue control?

An estimate of the cost which the Revenue restrictions throw upon distillers could only be made after prolonged inquiry at the distilleries, upon which, as at present advised, my right hon. Friend is not satisfied that there is ground for embarking.
