§ Earl WintertonSubstantial progress has been made in London with the survey for public shelters. My right hon. Friend is not in a position to say when the work, which presents many novel problems, will be completed; but he will certainly take an opportunity of making a statement upon the results in so far as they may lend themselves to any general statement.
