I should like to ask the learned Attorney-General to explain the meaning of Subsection (3).

The ATTORNEY-GENERAL

This Clause reduces substantially Section 109 of the existing Act. It provides that where the High Court exercises jurisdiction in relation to an area outside the Province in which it has its principal seat, then the Bill shall not be interpreted as empowering the Legislature of that Province to increase or restrict the jurisdiction of the court, or prevent the Legislature from having power to make laws for that area. The Legislature having power to make laws for the area can pass laws in regard to the jurisdiction of the court. The Clause ensures that the arrangement now in force in Bengal and Assam shall not be terminated except, say, on the initiative of the Assam Government.
