May I ask the Prime Minister whether it has now been decided to publish a White Paper showing the grounds on which the Government have decided to introduce emergency legislation governing trade with Russia?

Yes, Sir. The White Paper will be available in the Vote Office this evening as, on further examination yesterday, it was found to be possible to prepare a Paper which might not be prejudicial to the interests of the arrested men.

While thanking the right hon. Gentleman for even at this late hour giving us the Paper, may I give him notice that we still reserve our right to ask the House of Commons to give more time than is at present allotted to the consideration of this Bill? We shall see it and see the White Paper and then make representations in the usual way.
