asked the Secretary of State for Foreign Affairs what progress has been made in the negotiations with the United States Government, since the British note of February-last, regarding the regulation of weekend cruises by foreign ships from New York or other United States ports and stopping so-called unfair competition against United States ships in the matter of services to the West Indies?

No negotiations on this subject have taken place with the Government of the United States, though I understand that there were negotiations between the private shipping interests concerned. The purpose of the communication of last February, to which my hon. Friend refers, was to draw the attention of the United States Government to the serious disadvantages to international intercourse of the measures on this subject now before Congress. His Majesty's Ambassador at Washington is continuing to keep these questions under close observation.
