asked the Chancellor of the Exchequer what was the total sum and the conditions of the offer recently made by Lady Houston and the reasons why that offer was declined; and whether the question is definitely and finally closed?

Mr. CHAMBERLAIN

The offer was a sum of £200,000 towards £5,000,000 which Lady Houston considered necessary to supplement the provision made for the Army, Navy and Air Force. It appeared to me impossible to accept gifts offered to the Exchequer on condition that they were expended upon particular essential services over and above the expenditure recommended by the Government and subsequently approved by Parliament. In reply to the last part of the question, I do not see how this decision could be varied.

Will the right hon. Gentleman consider advising the lady to give it to the people who are suffering as a result of the means test?

Mr. CHAMBERLAIN

I do not know whether the lady would take my advice.

Mr. KIRKWOOD

Is the Chancellor of the Exchequer not aware that this lady has more money than she knows what to do with?
