asked the Secretary of State for the Home Department whether he can state for how long M. Bukharin has been given permission to remain in this country?

The SECRETARY of STATE for the HOME DEPARTMENT (Mr. Clynes)

The visa was granted on the understanding that the visit of M. Bukharin would not exceed a month.

Can the right hon. Gentleman say whether the mystery of his arrival was due to the fact that an S.O.S. had been sent out by hon. Members opposite for a director of propaganda, in view of their experiences at recent by-elections?

Mr. CLARKE

Will the right hon. Gentleman inform the House whether this is M. Bukharin, the one-time commisar, or M. Bukharin, the celebrated scientist?

Mr. CLYNES

I think he comes under the latter head.

Commander SOUTHBY

Could we not take advantage of the presence in this country of M. Bukharin so that he might discuss the question of propaganda in this country with the Foreign Secretary?

Mr. CLYNES

I could not do so, because I understand that he leaves tomorrow.
