41. Mr. DAY

asked the Minister of Health whether he will consider the introduction of legislation to amend the 1925 Housing Act so as to compel the owner of small house property to obtain a certificate that the property is in good sanitary condition and fit for habitation or, alternatively, to provide that if such certificate is not obtained 40 per cent. post-War increase of rent shall not be payable by the tenant?

Mr. GREENWOOD

My hon. Friend's suggestion is rather one for the amendment of the Rent Restriction Acts and I may remind him of the Inter-Departmental Committee recently appointed by myself and my right hon. Friend the Secretary of State for Scotland to consider the working of those Acts.

Mr. DAY

In view of the great injustice to these people, cannot the right hon. Gentleman consider amending the Rent Restrictions Acts?

Mr. GREENWOOD

That can hardly arise until the Departmental Committee has reported.

Mr. DAY

Can the right hon. Gentleman say when he hopes to receive the report?

Mr. GREENWOOD

It is difficult for me to say, but I hope to receive it as quickly as possible.
