asked the President of the Board of Trade the average c.i.f. value of imported leather gloves in 1926 as compared with the average value in 1925?

The average declared value (c.i.f. British port) of gloves of leather and of fur imported into the United Kingdom was £1 15s. 3d. per dozen pairs in 1925, and £l 8s. 6d. in 1926.

Does this not show that the foreigner is paying the duty?

Does it not show that in this case, as in all previous cases, the fact is that the price is lowered in order to compete in British markets?
