asked the Under-Secretary of State for India whether his attention has been called to a recent prosecution in Simla, in which a sentence of 18 months or a fine of 4,000 rupees only was imposed on a prisoner for kicking a native rickshaw coolie and thereby causing death; and, in view of the fact that the judge differed from the verdict of the assessors, whether he will inquire into the matter?

The sentence passed in the case which is no doubt referred to was one of 18 months' rigorous imprisonment, together with a fine of Rs4,000, or, in default, one year's further rigorous imprisonment. I have been given to understand that there will be an appeal in the case, and need for inquiry does not therefore arise.
