§ Earl WINTERTONFive years ago, when the person named was a citizen of the United States, permission was refused to him to visit India, for reasons then stated in this House. Since he reverted to Indian nationality there has been no obstacle to his return to India, and he can at any time obtain a certificate to enable him to travel to that country.
