Captain BRASSasked the Minister of Transport whether, in view of the fact that a large number of motor accidents occur through the inexperience and incompetence of the drivers, he will consider the advisability of introducing legislation to make it compulsory for all prospective drivers to pass a driving test and an oral examination on the rules of the road before a licence to drive is granted?
