asked the Home Secretary when the black winter gloves are likely to be issued to the Metropolitan police; and the reasons for the delay

More than one half the issue has been made, and it is hoped to complete it within a month. The delay is due to failure of the contractor to make deliveries according to the contract.

Mr. HAYES

Is this due to the contractors having more orders than they can cope with? If so, is it possible for contracts to be handed over to those places where there is unemployment?

Sir W. JOYNSON-HICKS

I think the hon. Gentleman will be perfectly satisfied when I say that I have been breathing fire and slaughter amongst the contractors.

Is the right hon. Gentleman going to wait till spring or summer before issuing these winter gloves?

Sir W. JOYNSON-HICKS

Having regard to the weather of to-day, I think they will be in good time. I do not think it can be described as either spring or summer!
