§ Earl WINTERTONIt will be for the Royal Commission to determine whether the case of these particular Indian Army Officers in civil employment falls within the terms of reference, by which, as the hon. and gallant Member is aware, the inquiry is to be in respect of the Superior Civil Services in India.
