asked the Prime Minister if the phrase two English judges of the finest quality, in the Memorandum on the front page of the Appellate Jurisdiction Bill [Lords], is to be understood to mean that in recommending to His Majesty two persons for the proposed law lordships he considers himself restricted to the English judiciary in making his selection?
