§ The FIRST LORD of the ADMIRALTY (Mr. Churchill)The plan which I foreshadowed, in introducing the Navy Estimates in March, involved the employment of the "Malaya" in conjunction with any ships which Canada might present. The developments which have taken place as regards these latter make it undesirable to elaborate this suggestion at present. As the "Malaya" will not be completed until 1915, the matter can well remain in abeyance.
