asked the Home Secretary of State whether the Factory Department has formed any estimate of the proportion of its inspectors' time that was devoted to office work during the year 1910; and whether that proportion has increased since 1905?

It is estimated that about 29 per cent. of the time of the district staff was occupied in 1910 by clerical work. In 1905 the percentage was 26.6. The increase in the amount of the clerical work of the inspectors has been engaging the attention of the Department, and I have recently obtained the sanction of the Treasury to proposals for affording additional clerical assistance.
