§ Mr. BURNSI am proposing to circulate an explanatory Memorandum setting out the material alterations proposed in the draft Order suggested by the Departmental Committee. I hope to be in a position to issue the Order shortly, but it could not in any case come into operation before April next.
§ Mr. LEES SMITHasked the Prime Minister whether he will give the House an opportunity of discussing the proposed new Poor Law Order regarding outdoor relief before it is issued?
§ The PRIME MINISTER (Mr. Asquith)I understand that the President of the Local Government Board is issuing a Memorandum showing the Amendments proposed in the Order, and it does not seem necessary, nor do I think it is possible at the present time, to provide special facilities for a discussion.
§ Mr. LEES SMITHThe President of the Local Government Board stated that the Order cannot be issued till next Session. Cannot the right hon. Gentleman promise an opportunity before it is put into operation?
