Mr. LANSBURY

asked the President of the Local Government Board when it will be convenient to circulate the proposed amended Poor Law Order to the Members of the House; the date when it is proposed to issue such Order, and the date it is to be brought into operation?

Mr. BURNS

I am proposing to circulate an explanatory Memorandum setting out the material alterations proposed in the draft Order suggested by the Departmental Committee. I hope to be in a position to issue the Order shortly, but it could not in any case come into operation before April next.

Mr. LEES SMITH

asked the Prime Minister whether he will give the House an opportunity of discussing the proposed new Poor Law Order regarding outdoor relief before it is issued?

The PRIME MINISTER (Mr. Asquith)

I understand that the President of the Local Government Board is issuing a Memorandum showing the Amendments proposed in the Order, and it does not seem necessary, nor do I think it is possible at the present time, to provide special facilities for a discussion.

Mr. LEES SMITH

The President of the Local Government Board stated that the Order cannot be issued till next Session. Cannot the right hon. Gentleman promise an opportunity before it is put into operation?

The PRIME MINISTER

I am afraid I cannot say more at present.
