Motion made, and Question proposed, "That it is expedient to authorise the payment out of money voted by Parliament for Army services of compensation for damage and other expenses caused by billeting under any Act of the present Session to provide during 12 months from this date for the discipline and regulation of the Army."—[Mr. Haldane.]

May I appeal to hon. Members to allow this formal stage to pass, on the ground that the Prime Minister has already indicated to the House that he is prepared next week to give a morning sitting to discuss the Army Annual Bill, and it is impossible for that Bill to be discussed without the formal stage of the Committee of Ways and Means, and I trust that the House will therefore allow this formal stage now.

I beg leave to ask to report progress. I need not say any- thing more than that the Government must choose another time to get this stage.
