§ THE SECRETARY OF STATE FOR WAR (Mr. HALDANE,) HaddingtonMy hon. friend is in error in supposing that the shortage is increasing. Since 22nd October there have been thirty-four first appointments. It is hoped that now that the Regulations have been published vacancies will gradually be filled up. It is not proposed to take any special measures.
