I beg to ask the Under-Secretary of State for the Colonies whether any proposal has been made by the Transvaal Government for the removal of the embargo on recruiting in British Central Africa: and whether, in fact, any such embargo at present exists.

As I informed my hon. friend, in reply to the Question which he asked on the 10th of April, the recruiting season in the British Central Africa Protectorate for the Transvaal mines commences on the 1st of July; recruitment, however, cannot begin without the consent of the Secretary of State, and that consent has not as yet been given; in that sense an embargo exists; no proposal for its removal has been made by the Transvaal Government.
