I beg to ask the Undersecretary of State for the Colonies under what conditions labourers from Trinidad are engaged in the construction of the Panama Canal; whether provision has been made for the repatriation of the labourers at the expiration of their contracts at the expense of the importer; whether the labourers are accompanied by their wives and families; and what system of inspection is in force to see that the terms of engagement are fulfilled.
