I beg to ask the Secretary of State for Foreign Affairs what is the cause of the prolonged delay in proclaiming the New Hebrides Convention, the draft of which was signed on 20th October last year.

MR. CHURCHILL

The delay in proclaiming the Convention is due to the complicated legal questions which have first to be settled.

Has any alteration or amendment been made in the draft Convention embodied in the Blue-book?

MR. CHURCHILL

Under the Convention there was power to make regulations. These regulations have been made with great care and elaboration.

MR. CHURCHILL

In the regulations under the Convention, but not in the Convention.
