§ MR. CHURCHILLIf my hon. friend will refer to Clause II. of the Letters Patent he will see that the first Council is to be summoned by the Governor, and that there is no reference to taking the opinion of the majority of the Lower House. The names of the members of the Council have been announced.
§ MR. SWIFT MACNEILL (Donegal, S.)asked whether the names nominated by Lord Selborne had been laid before the Colonial Office before being approved.
