I beg to ask the Under-Secretary of State for the Colonies what is the present position in Ceylon with regard to the education of children in that Colony, especially with reference to elementary education of coolie children on the tea plantations in estate schools and otherwise.

The draft ordinance for extending educational facilities in the rural and planting districts of Ceylon has, I understand, been read a second time in the Ceylon Legislature and referred to a Committee of that body.
