HERBERT ROBERTS (Denbighshire, W.)I beg to ask the Secretary of State for India whether his attention has 552 been drawn to an appeal made to the Viceroy by Mr. Malabari, editor of East and West, to reconstitute village councils in India, and to the reply given by Lord Curzon; and whether he will give support to a scheme for increasing the usefulness of these village councils.
