I beg to ask the First Lord of the Treasury whether he is in a position to state to the House the terms of Reference relating to the proposed Royal Commission on Labour; and whether he is in a position to give the names of the proposed Commissioners?

I regret I am not in a position to give the information asked for. It is not, I think, desirable that I should give the terms of Reference without giving at the same time the names of the Commissioners, and this last information is not yet complete owing to the delay which has taken place in answering the invitation of the Government to serve on the Commission. I hope, however, that the Commission will be completed in the course of a day or two.
