I beg to ask the Secretary of State for the Home Department whether he is aware that the arguments in the appeal of the "Commissioners for Special Purposes of the Income Tax v. Pemsel" were concluded in March, 1890, and that the delay in delivering judgment is causing great inconvenience in the administration of a number of charities, the trustees of which are waiting the judgment, in order to know whether they are entitled to a return of Income Tax; and whether he will ascertain from the Lord Chancellor and state a date before the Long Vacation when judgment will be delivered?
