I beg to ask the Postmaster General whether, in view of the fact that under the present postal regulations in regard to newspapers, based upon period of publication, weekly journals weighing as much as 12 ounces are carried at the halfpenny rate, while monthly publications under four ounces are charged double the amount, he is prepared to modify the regulations to the extent of permitting monthly publications under four ounces to have the benefit of the halfpenny rate?

The Act of Parliament of 1870 grants a special privilege to newspapers, and I have no power to extend that privilege to monthly publications, which are not newspapers, and cannot be registered as such.
