I beg to ask the First Lord of the Treasury whether, in accordance with the Treasury Minutes of 10th August, 1889, and 4th February, 1890, and of the Order in Council of 21st March, 1890, relating to the clerks of the Second Division of the Civil Service, any recommendations have been received from the Heads of Departments for the promotion of meritorious clerks of that Division; how long any such recommendations have been before the Treasury; and what action has been taken with regard to them?

Some promotions of Second Division clerks have been made, upon the recommendation of Heads of Departments, to vacancies in the First Division and to certain staff places. Other recommendations affecting clerks of the Second Division have been received as part of change of organisation arising out of the Order in Council of March 21, 1890. In certain cases no decision has been arrived at on these recommendations, because the changes of organisation are still under consideration.
