I beg to ask the President of the Local Government Board whether, in view of the difficulties likely to arise in the case of the Bill promoted by the Lancashire County Council and in other cases, he proposes to give any general power of promoting Bills in Parliament to County Councils, similar to those now possessed by municipal boroughs; if not, whether he means to take any steps to have such action pronounced ultra vires?
