I beg to ask the Chancellor of the Exchequer whether he will, during the Recess, communicate with Ministers at the head of the different Departments with a view of issuing orders removing all exceptional restrictions upon the political action of Government officials, so that, out of official hours, they may enjoy the same rights as other citizens?
