I beg to ask the Under Secretary of State for Foreign Affairs if the attention of Her Majesty's Government has been called to the resolution unanimously adopted by the Manchester Chamber of Commerce on 28th April, 1890, to the effect that no Treaties of Commerce should in future be renewed or entered into which preclude preferential arrangements between the United Kingdom and British Colonies with regard to their respective products; and if this view will be borne in mind in any negotiations for the renewal of expiring Treaties?

Her Majesty's Government are aware of the resolution referred to, as well as of similar expressions of opinion. These will certainly be kept in view in the renewal of expiring Conventions.
