I also wish to ask the right hon. Gentleman whether any application has been made to the Government by the Imperial British East Africa Company to guarantee the capital for a railroad to be made under its auspices; and whether any assurance has been given to the Company, or to anyone connected with the Company, that such a guarantee will be granted; and, if so, whether he will undertake that no definite promise will be given before the House has had au opportunity to consider its expediency?

Such an application has been made, and is under consideration. Parliamentary sanction would, of course, be required before such a guarantee can he carried into effect.
