I beg to ask the First Lord of the Treasury whether Her Majesty's Government intend to take the Second Reading of the Newfoundland Bill before the delegates from that Colony have been heard?

Her Majesty's Government are not yet aware whether the delegates desire to be heard; but I would point out that, according to invariable precedent, Counsel would not be heard till after the Second Reading of the Bill in the House of Lords. The matter will, however, receive full consideration.
