I beg to ask the Attorney General whether ratepayers whose rates are paid by then landlords have the right to vote in the election of Guardians of the poor?

Provided that persons are rated, it does not matter whether their rates are, or are not, paid directly to the landlord, as far as the right to vote in the elections of Guardians is concerned. Their names must be on the rate books.

Does the term " ratepayers " mean that the name is on the rate book?
