I beg to ask the First Lord of the Treasury whether any, and if so what, legislative action has yet , been taken by any Foreign Government to carry out any of the reccommendations of the Berlin Conference upon labour questions; and whether any system analogous to what is known as "the half-time system" exists in any foreign country?
