I beg to ask the Attorney General whether the Licensing Magistrates in the Metro-polis have power to regulate the hours at which licensed houses shall be opened and closed; and whether they can decline to renew licences unless the holders of same agree to the hours proposed by the Magistrates?

Yes, Sir. Except in the case of occasional licences where the Magistrates have no discretion. The hours are fixed by Act of Parliament.
