I beg to ask the President of the Board of Trade whether his attention has been called to the Report made by Dr. Fox to the Rural Sanitary Authorities of Mid-Cheshire districts on the importance to the public health of cheap rates of carriage for milk; and whether the Railway Commissioners in deciding upon the matter are empowered to take into their consideration this most important question of the public health?

I have seen the Report referred to, and agree as to the importance of cheap rates of carriage for milk. The Act of Parliament contains no special provision with regard to milk; but in fixing maximum rates for that as well as other articles, the Board of Trade must take into consideration all the circumstances affecting the case.
