I beg to ask the Secretary to the Treasury if he can explain how it is that some of the volumes issued by the Historical Manuscript Commission in 1888 were allowed to appear without the valuable and exhaustive index which usually accompanies these interesting collections of manuscripts; and if, seeing that the value and usefulness of these volumes are largely enhanced by such an index, he will request the Historical Manuscripts Commission to prepare and publish an index to the manuscripts of the Duke of Rutland, the manuscripts of Earl Cowper, and any other volume of the series that is at present without an index?
