I beg to ask the First Lord of the Treasury whether Her Majesty's Government have received any communication, official or otherwise, from the Emperor of Germany in regard to His Majesty's desire for a Conference of the European Powers upon the subject of a mutual and simultaneous reduction of armaments; and whether, failing any such proposal being made, the Government will endeavour to ascertain the views upon the subject of the nations with whom they are in friendly relation?

Her Majesty's Government have received no such communication. It is notorious that no such intention is entertained by any Government. Her Majesty's Government are in friendly relations with all the Powers, but they are not in a position which would justify their taking the step proposed.
