I beg to move the Second Reading. Inquiries having been made by those interested in the Bill, certain Amendments have been agreed to and accepted, and I would suggest to the President of the Board of Trade that the Amendments can be put upon the Paper after the Second Reading.

Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Howell.)

After what the hon. Gentleman has said, I hope the House will agree to the Second Reading.

MR. ROYDEN (Liverpool, W. Toxteth)

I object. The reason of my objection is that the hon. Members for Liverpool and opponents of the Bill have not yet seen the Amendments.

MR. HOWELL

All the Amendments have been before the hon. Gentleman who has charge of this Bill, and he has assented to them as far as possible. But it is impossible to get the Amendments on the Paper until after the Second Reading, which I hope hon. Members will agree to.

I regret it is impossible to withdraw the objection, as a number of hon. Members interested have not seen the Amendments.
