I beg to ask the Under Secretary of State for Foreign Affairs whether provision will be made in the terms of the cession of Heligoland to enable British fishermen to exercise the rights they have so long enjoyed of fishing within three miles of the island?

No; the right of fishing in the territorial waters of the island, which appears to be of little value, will not be retained; but provisions will be made for the other rights enjoyed by British fishermen.
