Friend will gather from the prefixed Minute, it will not come into operation until September next. I have already promised to lay upon the Table the new Circular as to classification, but as one or two other matters will have to be dealt with the House will 517 see the advantage of including them in one document, which will probably take the form of supplementary instructions, and will be prepared as soon as possible.
