Motion made, and Question proposed, "That the Bill be now read a second time."

In assenting to the Second Reading of this Bill I have simply to state that the Government cannot give its assent to all the provisions it contains.

I should like to ask whether the Government propose to give their sanction and approval to the extraordinary doctrines enunciated in this Bill. If so, I think that that is a proceeding which does not redound to the credit of the Government, and that we ought to take exception to it.
