§ *SIR W. HART DYKEUntil the scheme has received Her Majesty's approval no steps can properly be taken for carrying-out its provisions. After the scheme is approved the Education Department is no longer charged with the matter, and it will then be the duty of the Charity Commissioners to see that the scheme is duly put into operation and to make the necessary arrangements for that purpose.
