I beg to ask the Chancellor of Exchequer if there is any foundation for the report that Her Majesty's Government, departing from their resolution of previous years, are now preparing a measure to enable trustees to invest in Colonial Stocks, although they could not do so under their trust deeds?

The hon. Baronet will remember the discussions that took place in this House and elsewhere on the subject, and in what degree the question of enabling trustees to invest in Colonial Stocks has been pressed upon the House and the Government. When the clause conferring this power upon trustees was withdrawn from the Trustee Bill, I made an engagement with the Agents of the colonies that a Committee, in which they should be represented, should be appointed to consider under what conditions assent would be given to the plan. I have not yet received the Report of this Committee.
